Decision to impose a provisional Anti-Dumping Duty on Dipotassium Carbonate Originating in the Republic of Korea

Today, the Cabinet has enacted a Cabinet Order relating to a provisional anti-dumping duty on dipotassium carbonate originating in the Republic of Korea.

Background

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF) have been conducting an investigation since June 29, 2020 to determine whether or not to impose an anti-dumping duty on dipotassium carbonate* originating in the Republic of Korea.

As a result of the investigation, MOF and METI made a preliminary determination in the anti-dumping investigation of the product presuming the fact of the importation of the dumped product and the fact of the material injury to the domestic industry caused by such importation. On March 11, 2021, considering the facts found in the investigation, the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that it was appropriate to impose a provisional anti-dumping duty on dipotassium carbonate originating in the Republic of Korea. (The rate of the provisional anti-dumping duty is 30.8%.)

*NOTE: Dipotassium carbonate, which is generally in the form of white powder, is mainly used as a material for glass including liquid crystal panels, or as a food addictive for lye water to be added to Chinese noodles, etc.

Outline of the Cabinet Order

The objective of enacting this Cabinet Order is to impose a provisional anti-dumping duty on dipotassium carbonate originating in the Republic of Korea, since the fact of the importation of the dumped product and the fact of the material injury, etc. to the domestic industry caused by such importation has been presumed in the investigation carried out upon receipt of an application requesting the imposition of an anti-dumping duty, and it is found necessary to protect such domestic industry.

Next Steps

The Cabinet Order will be made public on March 24, 2021 and the provisional anti-dumping duty shall be imposed on the goods originating in the Republic of Korea during the period of March 25, 2021, to July 24, 2021.
