Scope of the Act on Issuance of Certificates of Origin under Economic Partnership Agreement Added to RCEP Agreement

Today, a Cabinet decision was made on the Cabinet Order for Partially Amending the Order for Enforcement of the Act on Issuance of Certificates of Origin under Economic Partnership Agreement. The purpose of the Cabinet Order is to take necessary measures in preparation for the coming into force of the Regional Comprehensive Economic Partnership Agreement (hereinafter referred to as the “RCEP Agreement”), including adding the RCEP Agreement as an agreement regarding which certificates of origin can be issued under the Act on Issuance of Certificates of Origin under the Economic Partnership Agreement.

Outline of the Cabinet Order

The Cabinet Order has made the following necessary amendments.

(1) Adding the RCEP Agreement as an economic partnership agreement that is applicable regarding the issuance of Class 1 Certificates of Origin and the creation of Class 2 Certificates of Origin under the Act on Issuance of Certificates of Origin under Economic Partnership Agreement.

(2) Stipulating how long the Minister of METI should keep application documents, materials, etc. submitted by applicants for the issuance of Class 1 Certificates of Origin under the RCEP Agreement.
 
(3) Stipulating how soon customs authorities in cosignatory countries to the RCEP Agreement should be informed whether goods exported from Japan are specified originating goods, when they ask to be informed under the agreement.
