Cabinet Decision on the Cabinet Order to Partially Amend the Export Trade Control Order

For the purposes of preventing the proliferation of weapons of mass destruction, preventing the excess accumulation of conventional weapons, and executing treaties and other international agreements, the Ministry of Economy, Trade and Industry controls exports of goods and technologies under the Foreign Exchange Order (hereinafter referred to as the “Exchange Order”) and the Export Trade Control Order (hereinafter referred to as the “Export Order”), which are pursuant to the Foreign Exchange and Foreign Trade Act.

The Ministry of Economy, Trade and Industry hereby announces that on November 19, 2019, the Cabinet approved the Bill of the Cabinet Order for Partial Revision of the Export Trade Control Order concerning revision of goods and technologies in the export regulatory list based on the agreements concluded at the International Export Control Regimes held in 2018.

Outline of the revision
The Export Order is to be revised concerning goods in the regulatory list so that the government of Japan can ensure domestic implementation of the agreements concluded at the International Export Control Regimes.

Related to Appended Table 1 of the Export Order:
•Addition of provisions for detonation engines (Revision of Appended Table 1, column 4-(iii)-(2))
•Removal of provisions for components, accessories or controllers for gear producing machine tools. (Revision of Appended Table 1, column 6-(iii))
•Addition of masks or reticles specially designed for manufacturing optical sensors (Revision of Appended Table 1, column 10-(xi)-(2))

Related to Appended Table 3-3 of the Export Order:
•Addition of components for microwave equipment
In line with these revisions of the Export Order, the Ministry of Economy, Trade and Industry will also revise the related ministerial order, public notices and other regulations.
