Documents fraud scams in Japan

Fraudsters create counterfeit or forge documents primarily through digital manipulation using image editing software and AI generators, or by physically altering genuine documents. The most reported cases are related to Japanese cars export documents such as fake export certificate, fake inspection certificate, fake certificate of conformity, fake type approval certificate, fake country of origin certificate and fake bill of lading etc.

Why fraudsters commit document fraud

There are plenty of reasons dishonest exporters create or alter document. However, we’ll focus on vehicles export documents. Fraudsters create fake vehicle age and ownership documents using various methods, ranging from basic printing and tampering to sophisticated forgery. Criminal rings rely on these tactics to hide a vehicle’s true age, alter mileage, and legitimize stolen or salvaged vehicles for sale.

Fraudsters bypass vehicle age restrictions in Japan primarily by falsifying manufacturing dates on official export documents to make older vehicles appear newer or compliant with a destination country’s age limits. Scammers use re-write software and AI technology to manipulate “Temporary Registration Certificates of Export Deletion” (Export Certificates). They may keep a vehicle’s real chassis number while digitally altering the manufacturing or first registration year to bypass import bans in many countries.

Alteration of Auction Sheets

Fraudsters often provide a genuine Export Certificate alongside a fake auction report. They digitally edit the car’s grade, mileage, and mechanical history to make the vehicle appear in better condition and compliant with age-related value or condition regulations.

Since official documents are often attested by organizations like the Japan Anti Fraud Organization (JAFO) and Japan Inspection Organization (JIO), criminals create counterfeit verification stamps and forged authorized signatures to make their fake certificates appear authentic to overseas authorities.

How to avoid buying stolen car from japan

Organizations like the Japan Inspection Organization (JIO) offer stolen vehicle checking procedures. By providing them with the car’s chassis number, they will cross-check the vehicle stolen record at the National Police Agency and issue a formal non-stolen verification certificate. Do not pay for the vehicle until the seller provides the necessary documents.

Official Verification Resources

To protect becoming victim, importers are recomend to varify if document or certificate are genuine or false. Documents can be verify by the issuing authority in Japan or Japan Anti Fraud Organization (JAFO) and Japan Inspection Organization (JIO) as well.
